Governor Doyle's Budget

Improving Academic and Social Success of ALL students

One of the great values we hold in Wisconsin is protecting, supporting, and investing in our kids. Even when economic times were tough, our parents and grandparents were willing to take what little bit they did have, and invest it into building a brighter future for our state through a great public education system.

This is a progressive proposal to maintain the State’s commitment to fund two-thirds of the cost of education by doing the following:
1. $235 million increase in state aid over two years.
2. $100 million increase to the school levy tax credit.
3. $115 million increase in categorical aid over the biennium.

Racine emphasis

  • Includes additional funding flexibility for Districts with declining enrollment.
  • Increases SAGE funding on a per pupil basis.
  • Increases special education funding.
  • Provides 4K Start-up Grants.
  • Increases support for school breakfast programs.

Non-School Finance Budget Items

  • Repeal the QEO.
  • Allows bargaining contracts to be extended from two to three years if desired.
  • Expands the definition of “full time” employment to include ESP’s under the Wisconsin Retirement System.
  • Increases math and science credits needed to receive a high school diploma.
